So no, there is no black and white answer even though I think there should be.
I had submitted something on the same block as a fire station and it was rejected for blocking emergency access.
I then found a firehall portal while traveling and sent in the removal. Niantic came back and said it was fine.
I think there needs to be an update on what is considered to obstruct emergency access or services. There is a definite disconnect between the community on this topic.

I think it's all down to who's logged into Wayfarer at the time or who's on shift to answer the rejection submissions.

Since the Wayspot is obstructing emergency services, we have decided to retire the Wayspot in question.
