I’m sorry, but I still see no reason to Niantic logic. Plenty of bugs but always fix the bugs that are good. I guess maybe the bug could be “game-breaking” in the dev eyes, however in most cases the POI merely fixed the problem of some rural player only having a single stop. Nonetheless, I believe the company has some work to do and look forward to the day where y’all prioritize important bugs :) Thanks for the update and explanation.

The abusers, as said from the OP, only meant they're nominating each Pokestops per S17 cells following Niantic's inclusion rule. Of course they can't request location edits of some Wayspots more than 10m away, but what your staffs' doing is completely unthinkable. They relocate everything into a single area but forgot to apply inclusion rule, resulting the cluster as seen in this tweet:
What would you say to everyone, if they (especially popular ones like Brandon Tan, FleeceKing, Kaito Nolan, LeekDuck, etc. oh almost forgot @BleedBoss-PGO ) saw it's your team's fault?

What's the point of inclusion rule update and that game integrity something, if your internal review and abuse staffs act the opposite instead?
