I heard about, that Niantic wants to follow "inclusion rules [for] Pokemon Go [...]". So here an example, that hardly violates them, however they might be. Nobody knows them, kappa.
Obviously this stop density in the National Theaters park of Budapest is created by abusive editing.
Further, there are duplicates within these wayspots, for example there are a few, that are meant to be for the whole building:

I live in the Netherlands, but I’m against the fact that people are so into removing wayspots, like it’s all you care about in live it seems. Why don’t you add more wayspots than you remove. I have nothing to do with the abuse.
removing pokestops is what I mean, still shouldn’t be a good thing to do here, because now less stops will be there than original because some were in empty cells but moved to full cells (the abuse) but I still think it’s good to keep a good amount of them, because on the original place they would have been in the game anyway.
I don't see a problem, if someone submits "with a thick thumb" to get a few additional stops. Even then a bit of location editing because of cell borders ..... but spots like this one are exaggerated abuse and I don't want to turn a blind eye on such things. So it's a question of conspicuousness and which ways and means were used.
Further they attract spoofers, as problem of 2nd order problem ....
