Chain stores are totally eligible to sponsor a stop. If your local game shop is a chain, you can suggest it to them.
This particular one is a chain (so I can see how that rules it out as a portal nomination) but not really big enough to go and sponsor to get stops (72 branches across belgium and the netherlands)
That's not a requirement, in the last couple weeks I've spotted sponsored gyms on an independent game shop and sandwich chain that has two locations.
Any business can do sponsorship (as long as they meet the requirements) even a single business or 1 store that us part of a chain.
I'll agree it's likely not a requirement - there's just not enough reason for them to try and go through the process of doing it.
I'm unaware of any sponsored pokestops in belgium.
Thats your opinion, its a business advertisement decision. There could be lots of benefits, including exposure, for a pretty cheap investment.
They may also see very little to no return on the investment as well. It was one of the reasons Sprint dropped its sponsorships a while back and Starbucks has been rumored to consider dropping their sponsorship several time, with Niantic sweetening the deal each time.
The business in question is a game shop, so a little different than a cell phone company and a coffee shop. There's plenty of opportunity for the chain or the individual store to take full advantage of the sponsorship.

Fundamentally for such locations, when determining eligibility, I could NOT CARE WHATSOEVER if they are a chain -- IF those locations have facilities dedicated to group gaming.
Wanna play Friday Night Magic at the local shop? Cool! Weekly strategy-game tournaments in the back room? Awesome!
I'm much less-so-inclined to be so generous, if the location is merely a retail outlet.
I've got to say "The Games Cube, now open, upstairs on level 2" from the signage in the background of the supporting image sounds like a much more likely shout than the Warhammer store!
