Île Ricard / Île aux Dames are located in an ornithologic reserve
This report aims to remove two portals with similar issues, so I merged both of them into one thread. Let me know if that's a problem.

Additional information: These waypoints are located in a protected area because of the endangered species that lives there.
The signs on the photo of the wayspots are mentioning a prohibited access only from the 1st of March to the 31st of August ("ACCÈS INTERDIT du 31 mars au 1er août"). In fact, signs are present on the island that states that one should stay at more than 80 meters from it ( "RESTEZ À PLUS DE 80M") (see the picture above).
Moreover, I was able to find two different sources that mentions the prohibition all year long. Let me go through the two of them.

"The regulation is strict: you must not approach less than 80 meters from the islets by boat or kayak (buoys indicate this limit); this corresponds to the flight distance necessary for birds".
("La règlementation est stricte : vous ne devez pas vous approcher à moins de 80 mètres des îlots en bateau ou en kayak (des bouées signalent cette limite) ; cela correspond à la distance de fuite nécessaire aux oiseaux")
There's no mention of a period during which the limitation apply. One could argue that one could leave his boat at 80 meters from the island, and swim his way to it, but the second source is more clear about that.
2- The city's website :

"The signs of the Société d'Etude et de la Protection de la Nature en Bretagne remind you that it is forbidden to land. Thank you to respect a distance of 80m between the islands and your boat."

The website also tells us that one should "avoid grand gestures and loud conversations, and be as discreet as possible." ("d’éviter les grands gestes et les conversations à voix haute. Faites vous le plus discret possible.").
For all these reasons, I think these Wayspots should be removed from the portal network.

Not if they are an ornitologist that has permission to visit the location and do research.
Not being accessible to everyone has never been a rejection reason for a Wayspot.
I disagree with your report which is incorrect.
The restrictions concerning these two islands are only applicable during 6 months (from 1st March to 31st August).
During this period, the access to these islands are prohibited and there is a perimeter delimited by buoys around 80 meters around.
I went two times on these islands between 1st September and now. First time, I submitted the portals. Last time, I captured, full deployed and linked the two portals to Scilly Islands.
Obviously, there weren't any buoys when I went there. It's logic because the access is authorized between 1st September to 28th February.
As you mention in the post, you tell the access on those islands is forbidden between 1st March to 31st August. This is what is written on the boards on the islands
If the access was permanently prohibited, the period wouldn't be mentioned on the boards.
Moreover, the buoys around islands will also stay permanently but it's not the case.
In fact, the main reason you report these islands is probably about the blue links to Scilly islands. Those blocking links prevent you to link from Western Brittany to British islands and it's a problem for green local players.
On the next article, we can read that restrictions are only applicable during the period between 1st March to 31st August :

Protection-management: Ornithological reserve of the association of islets in the bay of Morlaix to protect seabirds (1962). Since 1991, three of these islands (Beclem, Ricard and Île aux Dames) have been classified by a prefectural biotope protection decree of 23 October 1991 for the land part of the islets, and another ministerial biotope protection decree of 23 January 1991 establishes a protection perimeter of 80 meters on the public maritime domain (from the high tide line with a tidal coefficient of 120, around the islets) from March 1 to August 31, with the effect of banning disembarking on the islets, to circulate and park (source: Ile aux Dames management plan).
On this picture taken on île Ricard, there aren't any buoys around. On the background, we can see île aux Dames.
So, we can conclude that access on île aux dames and Île Ricard have to stay in the portal network.
First of all, I am sorry that you think I want these portals to be deleted because they are currently hosting blue links. There's more at stake than colors in a game, we are talking about endangered species here.

@NianticGiffard What? Even the submitter of the report agrees that he was in the wrong and that the portal is legit and you STILL removed it?
By my comment, I proved that access on the two islands is authorized half a year (between 1st September to 28th February)
Even the reporter admitted that the two portals have to stay in the portal network.
So, why do you remove these two portals ?
You made a big mistake and you have to change your judgment in order to put them back in the portal network as soon as possible
Hello! We have given it another look after reading your comments however we stand by our decision. Based on our research, this is an island with restricted access.Note: Please check updated response below.
But I don't recall having restricted access is one of removal criteria...
Or can you specify what kind of restricted access included to removal criteria? Or are thing that are restricted by local law (such as wildlife preserves, national power plants, or even military bases) included to that criteria?
I appreciate everyone for contesting against our decision. We had it checked again and found it to be a valid Wayspot, and as a result, we've restored the Wayspot now.

Unfortunately, I didn't take a screenshot of those two portals in order to show you the deploy, the mods and the links from the portals.
I would like to know if it's possible to "restore" the two portals as they were before the deletion please.
