Fake / Private Residential Flat POI discovered

This Waypoint was discovered at around 06:00 UTC+8 on 12 November 2021. It was probably submitted by a Pokemon Go player for a home Pokestop, yet it did not appear based on the inclusion rules but appeared in Ingress. The screenshot of the Portal, as well as the photo of the Wayspot are at below:

The photo featured a small, removable sculpture of Yoda (a fictional character in the Star Wars universe). There appears to be traces that the photo was taken inside a residential flat: (i) a TV at the right hand side of the photo; (ii) blue floor tiles and fridge at the left hand side of the photo.

When I visit the place that the Waypoint locates, there were various kinds of shops facing the street, as well as a community building named "Chai Wan Municipal Services Building" that houses a wet market, a Cooked Food Market, community service facilities, a public library, as well as several Government offices, that the above sculpture could neither be found nor accessed by any publicly accessible means, as shown from below two photos:

I wonder why this Waypoint could be approved; it is highly likely to be located in a private residential flat, and / or is highly likely to be a temporary / seasonal object that could be easily removed. The low-quality description "???" should also match for rejection criteria, yet the reviewers of this Waypoint had selected to grant approval for this Waypoint.

I would appreciate for @NianticGiffard or other NIA staff's consideration for reviewing the decision of having the Waypoint in the in-game maps, as well as taking appropriate actions to the reviewers who opt to approve such Waypoint.
