The two Wayspots point to the same playground. It needs to be grouped into one wayspot.
Also, there are too many overlapping Wayspots and gyms in the 14 cells. This is a wayspot and gym created to benefit individuals, so a thorough investigation is needed.

@NianticGiffard are you sure the team already fixed the inclusiom rule bug?
The OP doesn't state that this has happened recently, so I'm 99.999% sure that it's not related to that bug.
They didnt make a general fix. They fixed only those spots, that were created by spooky sync...
This looks like some "pre edit rule changes" abuse. Perhaps Niantic might like to look at this cluster?
Sadly, they usually don't take action against thus kind of abuse. They move stuff to their correct places (if they are not correct), but they don't remove stuff that was purposely placed in a incorrect spot to become a gym and later moved to its correct place.
Anyway, this is one of the most ridiculous clusters I have ever seen
Then enforce the inclusion rule to that area? At least demoting gyms should be fine.
We took another look at the Wayspots in question and decided that it does not meet our criteria for any changes at this time.
Really? At least the one consistent thing about Niantic decisions is that they are competely inconsistent. Obviously an area full of Gyms like this can't appear "naturally", it is obviously created by location edit abuse. Yes, the edit rules have been changed and it should not be possible to create something like this now, but those who gamed the system with abusive location edits are still benefiting from their abuse even now. Even if the real aim of Lightship is to create a saleable database of points, something like this actually degrades the value of the product with "fake clusters / fake locations " such as this. This place needs sorting out. @NianticGiffard
With the recent COVID-19 epidemic, it may be hard to do so, but could you go there and take multiple 360° photos of the area where this wayspot is located?
Since this is a cluster, it would be even better if you could get a typelapse view if you can.
From what I've seen on Microsoft Bing and Yahoo Maps (Mapbox) satellite photos, it looks like the majority of the area is occupied by parking lots.
So, I have a strong suspicion that this place is abusive, but I can't make a definite judgment because I can't see it on Street View.

I understand that the Wayspots are now in Lightship database and you won't remove any of them since all of them actually doesn't meet any removal criteria (especially you're no longer take action against these kind of clusters since my case back then...)
But, should the team at least enforce Niantic's inclusion rule against clusters like this? Or should this topic to be raised into GO's in-game support chat?
