Target Sphere is literally the definition of not meeting criteria

This is literally a red target ball and the WAYFARER page uses it as an example of "Does not meet eligibility criteria" Why would my in game report of invalid be denied? Why did I have to waste so much time especially on this portal!

As you've previously been told, the rejection criteria is not the same as the removal criteria. There's no doubt that this would meet the current rejection criteria, and if it was accepted fairly recently then it definitely shouldn't have been and that's some pretty poor reviewing. It doesn't meet any of the removal criteria though, which is why your request to get it removed was rejected.
Niantic really don't like removing stuff from the game board / POI datrabase unless they absolutely have to, which means it benefits those who cheat or brute force invalid Waypoints into the system.
So the point Im getting is if there is an invalid portal, which doesn't meet requirements, and it doesn't meet the in game reporting requirements, then it stays. What a messed up logic!
Yes, it's a messed logic. If anything ineligible is wrongly approved then it can't be removed, unless the real object is removed from that place.
Its a garbage portal for sure but its almost like for some reason all these portals you report are blue controlled. Is it against terms of service to report portals to remove them because they are controlled by an oppositional team? The amount of pokestops and gyms removed soon after your visits to areas have had negative impacts to pokeyman for sure.
Niantic is aiming for removal criteria that remove as much subjectivity as possible about whether the Wayspots falls within the category or no. There are many mass produced items that can still valid and Wayspots, such as trail markers, playground equipment, and outdoor gym equipment, therefore a "mass produced" removal criteria will be too arbitrary in its application to work in a predicable bases. The same goes for what qualifies as an eligible restaurant, cafe, or coffee shop, whose eligibility is entirely subjective.

Appeal Denied - Thanks for the appeal, Agent. We took another look at the Portal in question and decided that it does not meet our criteria for removal at this time.
So as I agree that this should not be a stop I also have actively been a reviewer on Wayfarer, if I ever saw this I would put the kabash on it. Going on another tangent I dislike that Starbucks only gets to be a pogo exclusive and is not for ingress as if I would submit this as a portal it could be flagged as a generic business.
At one point those stone balls in front of stores were valid. Just like fountains in ponds and neighborhood signs. When the rules change, existing wayspots get grandfathered in. So that’s not grounds for removal.
I understand your frustration, so I recommend going into some Starbucks and look for valid artwork or murals to submit.
