Required # of agreements to get an upgrade

Is it possible to reduced the number of agreements to get an upgrade, even if it is just on a temporary "event" basis?
For example, get 1 upgrade for every 50 agreements. I believe this would increase the number of nominations that get reviewed and help shorten in queue/in voting time. I also think that a high number acts as a hindrance to beginner reviewers, thereby not providing any motivation to them to review at any significant volumes

It would increase the time needed for things in queue or at best stay the same because there would be a lot more upgraded nominations.
the number of reviews that get processed doesn't change with upgrades being given every 25, 50 or 100 agreements. it's just the waiting-time for the reviewers submission that will decrease.
But if too many nominations are getting upgraded, the upgraded queue will increase as well, slowing down upgraded nominations.
If upgraded nominations start to take too much time to get reviewed, these nominators might loose their motivation to review and everything will slow down.
everyday life example: I've seen occasions in the supermarket where the fast-lane (less than 10 articles) was longer than a normal lane
Then by that logic, would changing the amount to 200 lessen the queue?
But the fast lane moves way quicker than the normal lane, so not sure what your point is.
I've slowed reviewing because I don't want upgrades automatically applied by Niantic to nominations I want reviewed locally. Once Niantic lets us bank upgrades I'll happily review more.
But to your point if a person consistently reviews they'll get upgrades very few days. People try harder at first when they are trying to seed their own locale. After a few months I suspect people are nominating wayspots that they most likely won't visit often or ever again and slow down reviewing.
