Stop not appearing in Pokemon Go while being in a free cell

Hello,
I submitted a stop nomination and I got it rejected because it is a duplicate. However, the POI it does not appear in Pokemon GO even though it is in an empty s17 cell. I will attach a picture of the stop and Pogo map in which it can be observed that the cell has no stops on it. Please review. It is in Drogheda (Ireland). Thanks!

First thing, Pogomap is not always reliable as it needs users input to be updated. Ingress Intel Map was once the most reliable but since the introduction of Lightship, it was suddenly become less reliable now because of Wayspots not appearing in Ingress.
Well that doesn't really important but, since the latest update you can view Wayspots not appeared in GO while nominating. Why don't you go to that place again and see if there is any Wayspot on (or nearby) that free cell? Maybe it was accepted before but still didn't appear in GO due to another sync issue.
But if you see anything there, then did you know which Wayspot your nomination marked as duplicate to? When a nomination marked as duplicate, its photo will be added to the Wayspot that nomination marked as duplicate to, so you should check every nearby Wayspots and perhaps you'll found your photo.
It is in fact in the same cell as Mother Hughes, which is why it won't appear in Pokémon Go.
Thanks for your reply guys. It is not in the same cell as mother Huges, its below it, and no, no stops in the area. I was told by other members of the community that are playing for longer than me that this was a pokestop before but it was removed and Niantic never put it back, maybe it is a sync issue.
I have posted a reply which contains proof that it is in the same cell, but due to it containing images, it requires moderator approval before it appears, so please be patient until it appears.
I added the actual location of Mother Hughes to the pogomap website by looking at it on the Ingress Intel Map, and it is definitely in the same cell as the mushroom, which does also already exist on the intel map.
You can see the reported location of Mother Hughes (the stop which is see through and marked with 1 gym vote and 1 delete vote), the actual location of Mother Hughes (the gym icon, which is in the cell below the reported location), the Little Wooden Mushroom (the red icon) and the Cancer Support Centre (Pokéstop with a purple ring around it).
Here is the intel map for comparison. The portal with the arrow marker on it is Mother Hughes.

You could suggest a location edit for Mother Hughes. Looking at the map, the location pin for it does seem to be located on the road rather than on the building, so it would be considered a valid edit to move the location north and onto the entrance of the building, both for accuracy and safety reasons.

If you go to Mother Hughes in person and tap on the in game POI, there should be an arrow button in the top right of the screen (if it is a gym, you may need to go to the screen where you can spin the photo disc to see this arrow). Tap that button, then tap the three dots button, and it'll come up with a list of things you can do. One of these should be a location edit option. Select that and then move the pin up towards the entrance. You can only move the pin 10 metres on this screen, but I think that should be adequate enough in this case as the pavement isn't more than 10 metres wide :) once you've got the pin on the entrance to the building, tap submit, and it'll get sent off to be reviewed by other wayfarers.
