Playground inside private condominium separated wayspots.
So in my neighbourhood there's this private condominium that has a playground inside, it has a swing and a slide that are like... i'd say 5m apart? But each one is a wayspot. Of course they were put 20m apart from each other in the game so both would show up. The thing is these 2 portals are unreachable from the street, you've got to trespass to get to them. My question is... is it legal to make both things a wayspot considering they are literaly next to each other. Can this be considered abuse? considering this agent also uses 2 accounts and fills those 2 portals with 4 mods and makes them level 7 as soon as they control it. How convenient isn't it?.
Is it possible to request for those wayspots to be merged in just 1 playground to make it fair?

They should realistically be one wayspot. Whether Niantic will merge them though is another matter. You can tag one of the Niantic staff and ask them if you wish.
You could submit an edit for both Waypoints to move them to their correct location, which may "remove" one from the game board (all depending on whether the '20m rule' is actually working or not this week).
As for access, Niantic have repeatedly said "public access does not mean you personally have to have access". As long as legitimate residents and visitors to the building can access these Waypoints, Niantic consider them valid Waypoints.
You can do a regular "report an invalid portal" request and choose "duplicate of another portal". If Niantic disagrees, you can submit and appeal here in the community and explain that they are simply 2 pieces of equipment in the same playground. Yes, I know about the access of it and all, but I still think that having 2 portals that could be just 1 is abusive and shows how greedy the owner/creator is as this can be considered an unaccesible farming spot in my opinion, which I know Niantic has 0 problem with those, but in this case it seems very unfair. Also i'm not sure if the 20m rule is working here, cause on IITC they seem to be overlaping or maybe they're really on the very edge of each other, the first portal the one with the swing was moved several times before the slide one showed up.

Actually, checking my report history on my mail I do have rejection of the report, but it was made on Nov 28, and the decisión was sent Dec 1. Do you think a screenshot of this message is gonna work for a report? The thing is the mail was sent with the old system.
I have yet to see Niantic merge these Wayspots into one for an entire playground. But mostly because there wasn't a Wayspot to represent the entire playground to begin with. I would recomend that you choose one of the Wayspots and re-title it to represent the entire playground and submit a photo of the playground as well. If/Once those edits are approved, then you can attempt to have the other removed as a duplicate.
One of the wayspots, the swing one, already has pictures of both structures, I'd just have to rename it.
