Niantic announced Upgrade limit from 10 to 1000 here.
We will be reimbursing Upgrades for those that have been incorrectly applied to previously decided or duplicate nominations. Additionally, we’ll be permanently increasing the max Upgrade limit from 10 to 1,000.
But Niantic Wayfarer help still remain old information "10".
And also I have a question in same page about Upgrade.
Note: Reviews of Wayspot Edits are not counted as Agreements.

Sadly, the second part of the clarification in the help article is also incorrect. Please refer to this announcement for clarification. That being said, I have shared your feedback with our concerned team to make the necessary changes in our help article.
The page with the level requirements required for each game to participate in Wayfarer is still old.
Help pages such as Wayfarer Help, Wayfarer Support, Pokemon GO Support, and Ingress Support have not been updated.
Don't forget to update the help page for other languages.
How have things been going at work?
It seems that the content of Wayfarer's help has not been updated yet. If Wayfarer's help is not up to date, it can be confusing for new Wayfinders.

I failed the test to become a Wayfinder. When will I be able to retake it?
You will only be able to retake the test once after a 30 day waiting period. If you fail for a second time, you will not be able to retake the test again.
But, Niantic announced here, test is unlimited.
