Just take a look at this and the POIs per lvl 17 s2 cell displayed:
Based on a post, they were even more PokeStops there before:
Soooo, apparently, the locals are pretty sure that they won't get into trouble with sharing. Let's see :D

So most of them are actually duplicate, yes.
Not sure why you'd put this into Location Edit Appeals section, since all of them are actually misplaced before based from @JeremyZeroOne-ING 's report (hence that tweet's OP claimed Niantic had acnowledged the cluster—in fact, it was actually Niantic staffs' fault):
I mean, that's just ****ed up. I was wondering how this was possible, but thanks @patsufredo-PGO for the insight. Misplacing Wayspots in the forest and in the water (how did this get accepted?!) and then wait for Niantic to push all of them into the place the faker want to have? I'm wondering why the rule of 1 Wayspot per cell in PoGO didn't affect these Wayspots...this is just tricking the system. It would be better if the Niantic staff had deleted most of the candidates...

About this statement, I want to clarify that it's all totally lying.
This person (using the same profile picture) is lying in many social platforms, spread false information about this situation and even self-claims that he is the one creating this cluster. He probably just want to attract some fame. He is not even the one who creates the original spot 1 stop/cell (I know that person's social account)
There no such thing like 300 stops deducted to 100 stops, and have stayed for months. The original state of this area is the screenshots in my original report and it is only one week ago before Niantic team started adjusting this area.
I hope this explanation clarifies your concerns.

Sadly, the rest is not really verifiable. I tried but using only the two Streetviews makes it super hard to figure out the correct location.
Guess what, they have nuked 200 of them.
And leaving the area into this (source: Twitter, posted on Jan 5):
Sadly, they ignored my location Edits. Many POIs are still mislocated.
