Both games crash when uploading stored Wayfarer photos/nominations while not connected to wifi

I have come across a strange bug which appears to be in both Pokemon Go and Ingress related to the "Upload Later" functionality.
Basically, if I try to upload any saved files (Wayspot photos or nominations -- haven't tried AR scans) while not connected to wi-fi, the game will instantly freeze. It becomes non-responsive, the menu cannot be exited, and the game needs to be restarted.
- If I upload the photos/nominations over mobile data without using 'Upload Later' functionality -- it works perfectly.
- If I mark the photos/nominations as 'Upload later' and upload them over wi-fi -- it works perfectly.
- If I mark the photos/nominations as 'Upload later' and upload them over mobile data -- games crash.
The crash is 100% reproducible, on both Pokemon Go and Ingress.
I have confirmed this bug on iPhone 7 (Pokemon Go), iPhone 8 (Pokemon Go) and iPhone 13 Pro (Pokemon Go and Ingress v2.87.1). The bug occurs with my account and my partner's account. The bug has occurred over different dates at different locations.
It may be an iOS specific bug, as I asked someone over Discord to check and they said they didn't have an issue. They were on Android.

Happening for me on PoGo. Each AR Scan upload without Wifi, game freezes. Restarting it is useable so long as I don't try the upload. Works fine on wifi

After trying to set up nomination, app crashes when picture is taken. Pleas advice.
Take your picture and supporting picture outside of the app using your phone's camera app, and then when you go back into Pokémon Go, begin the submission process and select the option to use an existing photo instead.
As of the 2.92.1 update from Ingress (today), this now is also happening when I upload photos while not connected to wifi.

I can also confirm that the 2.92.1 Ingress update did not fix the game crashes described in the first post, either, despite what the change log said.
Mini-update:
I have tried to ask another player to replicate the issue. They haven’t been able to. Not sure why and trying to figure out what is different between ourselves that would lead to different results.
I did try to uninstall Ingress and reinstall. Since then, the program hasn’t crashed like it used to, but the uploading spinning icon continues forever and the photo will not upload. The cancel button also doesn’t work.
I have now wasted 16 photo submissions trying to figure this out. :-/
Entire issue with Ingress now appears to be fixed. For me, at least.
However, it still occurs with Pokemon Go when attempting to upload files using the 'Upload Later' function while not connected to wifi.
