This portal is located at Furubakken, an isolated psychiatric institution for treatment of patients with serious psychiatric illnesses, designated for patients that require 24/7 monitoring and treatment. This also includes vulnerable children. As you can see from the map above, the institution is surrounded by steep cliffs on two sides, and from Street View, you can see that access from the road Mesterfjellveien to the north is not possible; it is fenced off specifically to avoid access by the general public. The portal is highlighted by the small orange circle/dot.
Players entering the area to catch Pokémon, spin the Pokéstop, or capture and link from the portal in Ingress directly affects the operations of this psychiatric unit. Unwanted foot traffic directly interferes with their care and treatment of patients as psychiatric patients at the location can see everyone who enters the area through their windows. This is an area that the general public should not access aside from relatives of those who are hospitalized at the location, especially not random children who carelessly run around to play games.
Both the Pokémon and Ingress communities in Larvik specifically tell players to avoid the area, but we still occasionally get players who either don't know, or don't care, that them playing the game is detrimental to the treatment of the patients there. There is a reason that the institution is located at such an isolated spot in town with cliffs and fencing on all sides.
Ingress players have been trying to remove this portal for several years without luck. Now with the option to appeal on the forums, on behalf of both the Pokémon and Ingress community in Larvik, I ask you to please re-evaluate the invalid portal report based on this additional information.
