Nobody should upgrade nominations until the Sync issue is resolved.

If you have any nominations in your queue tagged to be "Upgraded next" or if you have upgrades available and are planning on submitting something soon then DON'T.
As you might've heard (and if you haven't please check this post: https://community.wayfarer.nianticlabs.com/discussion/29486/no-ingress-portal-sync-since-monday/p1) Sync is not working properly right now. People are getting nominations approved that are only showing in one game but not the other and in some cases not at all.
I personally got 3 nominations approved recently and two of them made it into PoGo but not Ingress and the other one is nowere to be found.
Best case scenario would be Niantic fixing this issue and everything pops up on all the games then everyone is happy! But we also have to be prepared for the worst case scenario: Those nominations that were accepted could stay in limbo and never show up.
Which means you just wasted your time and effort submitting it and then doing reviews for the upgrade.
If you have stuff in queue then stop reviewing, that way you won't earn an upgrade that will be forced upon say nomination and if you have upgrades then do not submit anything so you don't lose it.
Hopefully everything gets resolved soon so we can go back to normal.

Since I live in the frozen north and work full-time with weekends on call, I haven't really had a chance to submit much for months. There's not enough daylight and too many parks close at dusk. To keep contributing to Wayfarer without actually nominating, I've been reviewing at a steady pace all winter. I have some upgrades stacked as a result. The minute I submit, something's gonna get upgraded. And I WILL submit, I've queued up quite a bit during my lull!
And that's great! But maybe don't submit until the problem is solve? Just to make sure your stuff will actually go through.
This is not the first time a sync is broken with wayfarer what niantic should do is giving people an option to stack upgrades and also every stop has appeared so far in Pokémon go the problem is with ingress
If I get time to submit, I need to take advantage of it. I'll likely be submitting locally anyway and will then be able to go out and Like the photos in Pokemon Go if that solves the syncing problem. If I don't submit, it's not like those portals are going to magically appear in Ingress anyway - I might as well lay the groundwork, do the nominations, and then if they don't appear I can detail the specifics in the Bug Reports thread later. "Not submitting" doesn't bring any light to the situation at all, as everyone else that submits near me is a Pokemon Go-only submitter at best and would not see any reason to follow through with problem reporting.

Unfortunately, that doesn't seem to be helping in this case.
If I see something particularly interesting I'm going to submit it even if the sync is currently b0rked. I don't submit much but the one I stumbled across yesterday was really special and I probably won't get back to it for another year. Since I'm currently sitting on a few dozen upgrades I can't not-upgrade it.
Like the other person said, liking the picture does NOT fix this particular issue. Besides, what picture are you going to like if the POI is not showing in any game? This is the current problem, most accepted nominations are not appearing in PoGo nor Ingress (Or the Intel map.)
If you're sitting on upgrades as soon as you submit this new POI one will automatically be applied and once the sync issue is fixed you POI may or may not appear which means you can potentially lose an upgrade. At the end of the day if your time and effort so do as you must.
Any time we've had sync issues in the past (which has happened multiple times) they do a retroactive sync.
I think Niantic can -and should- be more proactive in their communications on the matter, but I think suggesting the approved Portals during this time might not sync is just fearmongering.
@StevensDs-PGO Yes, I'm aware that I could lose an upgrade. Right now I'm sitting on enough upgrades to cover my average submission rate for the next 3.5 years so losing an upgrade is like having a penny fall out of my pocket. Losing the opportunity to submit a really cool thing that I probably won't be able to get back to for another year carries a much higher price.
Out of curiosity what's your total nomination count?
@tehstone-ING I don't feel like counting but right now I average about one per month. It was more than that in the early days of Ingress so I'd guess the total is between 150 and 200. By contrast, I have 14.5K agreements out of 22K reviews. I'm sitting on 41 upgrades, and that would be way higher if upgrades had been available since the start of OPR and they hadn't been capped at 10 after they came out.
Over the years I've become very picky about what I submit... mostly I only bother with things that I would be delighted to discover. A lot of it is new street art in my area, which is a regular occurrence since I live in an area with a thriving community of mural artists. Also on my list of recent submissions: A new theatre (playhouse not cinema), a historic architectural plaque, a pinball museum and separately its really awesome neon sign, some really cool artwork in a casino that had just opened. To be clear, I'm not saying that it's bad to submit bread-and-butter stuff like playgrounds and sports fields... I'm just not interested in submitting them myself, and mostly I don't even notice them.
Even if Liking a photo doesn't force-populate my new Wayspot in Ingress, if I submit and then don't see my POI on Intel I can still gather info and track it on the bug report thread to be sure my needs are addressed. What is the goal of not submitting or upgrading? I don't think it will get the issue solved any faster, and at least these Waypoints are appearing in Lightship so that they can be more easily synced to Ingress once a fix is in place.
If you don't pick what to upgrade the system picks for you anyway. Unless you are not nominating not picking what you want upgraded is probably not the way to go.
Good news is they are appearing in Lightship as I have seen my accepted nominations in the dupe check. Hopefully once they get it fixed we will have one big sync or can submit a ticket to get them moving.
And how do you see what's on Lightship? How can I access that information?
Well first, they appeared as Pokestops and Pokémon used Lightship as it's database.
Second, they show up when reviewing in the duplicate check. So they are there.
That's not what I meant. I'm legitimately asking howndo I see what's on Lightship, as in... Is there a place I can check just like the Intel Map?
Everyone keeps mentioning it and all I know is that is an AR tool or something? But how can I check it out?
There's no real way for us as end users to view or search the overall Lightship map besides going to a real-world location and entering the Submission workflow: nearby POIs show up on that screen only, both those showing in game and those rendered invisible by sync issues or suppressed by proximity/cell spacing. I'd love it if this was a standalone map: it would likely decrease the number of throwaway Ingress accounts created so that non-players can use the valuable game tool that is Intel.
Yeah, I had to make a second ingress account, just for mapping... Because my primary ingress account I had from launch, but haven't played since launch... Is broken with Intel Map and nobody from Niantic can fix it apparently.
