Why I can't review, even setting up the home and bonus locations and passing the Wayfarer exam?

Yes, I already did try different browsers, even in mobile, MS Edge, Google Chrome, Mozilla Firefox..all same issue encountered.

Wow - maybe Niantic needs guidelines on who to tag, when.

I have the same issue, on my phone, laptop and across browsers. I am also unable to submit new stops within the game as well (it tells me to visit Wayfarer for the tutorial and when I log in it says congratulations on completing the tutorial but never unlocks submissions or reviewing capabilities.) I am stuck in an endless loop.
Any updates on the fix? For few days I was able to submit few nominations bypassing the Wayfarer message on the previous release, but I'm currently no longer able to do so after the latest update. I'm using Android BTW. But still I can't review. :'(
Thank you, my friend reports that they no longer get the "!" while trying to review and they can now nominate wayspots again.
