New portal approved but not appearad e and I have not received the key

Same here, two portals accepted but not appeared. The first one on 03/10 and the second one on 03/11.

Portal 2 : 48.917328,2.369554
I even didn't receive a key for the last 4 accepted portals, including those.
Both of your nominations are within 20 metres of existing portals, and thus aren't eligible to appear in Ingress. They will have been added to the Lightship database though.
Those are the two portals which are blocking yours from appearing.
