Why not use Baranówka 4 instead of abbreviations?
The code "B4" is used on the entire estate, the correct name of which is only "Baranówka", not "Baranówka 4". The sign "4" or more precisely "IV" probably marked the fourth phase of the development of this estate.
The use of the code "B4" in submissions may be considered to be deliberate manipulation of wayspot reviews.
Continued use of the "B4" code should be considered a clear breach of Niantic's recommendations and regulations. Player or a group of players practicing these actions should be punished.

As per the content guidelines, official names should be used if known. On the official website of the city of Rzeszów (Public Information Bulletin) we can read that the official name of this estate is "Osiedle Baranówka". So using such abbreviations only confirms my belief that B4 is a code name.
The name of the estate no. XIX in Rzeszów is "Baranówka". As I wrote earlier, the very designation "Baranówka 4", it should be more correct "Baranówka IV", it probably meant the fourth phase of the development of the estate.
In the Wikipedia article to which you provided the link, there is the following information:
Obecnie nazwą osiedle Baranówka nazywamy tzw. dawną „Baranówkę IV”.which means:
Baranówka is the current name of the former "Baranówka IV".So the actual and correct name is "Baranówka", not "Baranówka IV". Marking the nomination with the code "B4" or "Baranówka 4" is not only incorrect but it is probably a deliberate action to get positive reviews.

Perhaps the nominating wayspots himself is the author of these scribbles. I have provided a link to the official BIP website, where it clearly says that the official name of this area is "Osiedle Baranówka". The guidelines say that official names should be used.
As proof, you gave examples of some scribbles, acts of vandalism and a piece of sheet. Unfortunately, neither of these photos is strong evidence.
