You still are a 0.x % of people that care about it. My point with "don't blame players" is that the current system and limitations makes no sense and it's not a surprise if it is abused. If they want to care about the quality, what they need to do is change the system at its roots, not blame players because of their (Niantic's) poor implementation.
Does it makes sense to you that two pokestops, 0.5 meters away from each other, show up on PoGo (and not Ingress now) because they are in different cells but not another pokestop 50 meters away because it is in the same L17 S2 cell?
I play both Ingress and PoGo and this is just a poor implementation, even leaving out the abuse part. No need to defend that just because these are the rules and everything they make and say is the better thing to do.

(If my math is correct, that would have to be the starting number for the previously mentioned 15k Wayspots to constitute 0.0009% of the total. Please correct me if this calculation is wrong!) That's an extraordinary number!

What part of the criteria encouraging wayspots that will encourage people to explore. The survey marker isn't meant to be all that exciting. But many of them are located in places that are interesting to visit and lack a sculpture or a ballpark because they're on the top of a mountain. The point of the markers is to get wayspots out in places that people will have to hike and explore to get to.
The survey markers that @TooLegitToExist-ING is referring to are the small disc types that are ubiquitous in residential neighbourhoods, they don't really encourage exploration except for rare instances.

It looks like someone had previously moved the Wayspot slightly to the south just to open up the cell for another Wayspot to be added to Pokemon Go (back when you could take advantage of an exploit). Niantic moved the ESB Wayspot back to its original location with predictable results. I wouldn't be surprised if a similar store plays out in other locations in NYC.
And yet, Niantic gets the blame for the consequences of fixing the manipulation. Little to no blame is placed on the PoGo players that originally exploited and manipulated the system to generate extra Pokestops.
It might have been exploiting a loophole but at the end of the day, it was still in the correct place before the edit (who's to say where is moved to now is more correct than what it was). Everyone will want to "game" the system, thats a fact if life in general, but that gaming of the system improved pogo without any detriment to any other game or even the poi board, now its been moved to the detriment of pogo whilst also making g the bizarre anomaly of the empire state building not being a gym (or stop, not sure if that also was a result)
If I'm visiting NYC, I'm expecting that there's a huge gym located at the empire state building, and if I don't see even a pokestop, definitely I'm going to nominate it.

If the "inclusion rules" weren't so strict, people wouldn't feel as inclined to move wayspots around to fill the board in more. Not to mention the lack of a reasonable method to select which stops get upgraded to gyms...
I don’t get the leap in logic that because a few players in some places did wrongly manipulate POI locations, that means the whole Pokémon Go community is to blame.
The vast majority of PoGo players have no understanding or awareness of how gyms appear. All they will see is what they thought was ok has now been changed.
I strongly suspect that a fair chunk of those edits occurred pre-pogo granting access …… so ingress players involved even now edits have to be agreed by the wider community - a mix of PoGo and Ingress. Although PoGo has far more players it is a smaller subset that edit, review etc.

You calculation is correct. But the number given by Niantic is not correct, they have probably messed up the number/percentage.
I think it has been clarified it's 0,09% of the global number Waypoint or total number X 0,0009.

This is yet one more example of why people shouldn't move stuff to manipulate cells.

Niantic's Pokémon Gym generation program in Pokémon GO is a poor program that is abused by abusive players.
Unfortunately, the Pokémon GO community also praises such abusive players, mistaking them for dedicated players.
Therefore, the responsibility for this lies with all Pokémon GO players and the community.
The only responsibility Niantic has to bear is that the Lightship database will become a junk quality database that will not generate any money.
