How can we add new road on Ingress and PGO. The roadmap of our city is not updated from last 4 year. What should I do?

Nothing to do with Wayfarer.
Niantic uses OSM openstreetmap.org for ingame maps.
this above. unfortunately niantic has not updated their maps in over a year. and they used older maps when they did.
Not much you can do. Not related to Wayfarer. Niantic will update their maps whenever they decide to do so.
