I just disovered this thread. I have been living in North West and then North London (Islington) for more than 3 years and I thought having to upgrade every single submission was due to the density of POI in the area but as stated above I got things in queue for more than 2 years now while things submitted in other part of London have been processed way faster.
actually @Traell3-PGO the update is that Niantic are slowly starting to work through older subs. There has been some movement but not as much as the community would have liked to see. It’s still limbo but older subs have a better chance of being seen than was previously the case
Manchester area here…..I switched off from checking status of older nominations a long time ago. Having gone beyond 2 years it’s just one of the areas that have been left to fester. I probably get to review about 1 in every 30 or 40 from the Manchester area.

No, in the meantime people died or moved on with their lives. There will be No Change to this topic when someone discovers this Thread in June 2023.

Certain areas of London are under an “abuse vector” and nothing goes through without an Upgrade.
The terminology comes from Niantic, and almost two years ago they haven’t explained further or done anything about it
