Both of your shown rejection reasons are for the photo quality. Take the picture in portrait orientation and aim directly at the sign so that's most of what you see. Try to get the sign as level as possible, i.e. not pointing up to take the picture. You may have to stand back and zoom in a bit to do this.
It may later get rejected for other reasons, but that's how you can fix the photo.
You could also look for something like a mural, decoration, public noticeboard, or something else within the mall that might have better odds than the sign or the mall as a whole

retake the photo and make sure its a good clean shot, make sure it's straight forward and not at an angle that should do it
