Duplicate how? In another game?

In my town Sogndal there is a big sculpture thingy that looks like this. Its a huge "snurrebass" in Norwegaian, in english i dont know, maybe the same.
It came up as duplicate, and i don't understand why. Could someone else have submitted it before me and it didn't get in the game somehow? What other games uses this ? I know all the pokestops in my town, so i know this is not in the game.
Or town is not that big (around 7-8000 people) and i feel that in the bigger cities the pokestops can be closer together. Is the density of the pokestops determined by how many players?

There are 4 waypoints in that 1 level 17 cell.
In 1 level 17 cell, only one can appear so unfortunately this can’t appear in PoGo.

Aha... That explains some duplicate reasons.
Should be a database/website that all shows, so we dont nominate the one that exist already.
When you're nominating, the location map shows all the existing wayspots around you.
When nominating, look for the orange pins on the map. Those are POIs that are already in the database, as opposed to the blue circles, which are the ones that already appear in Pokémon Go. Example:

What a garbage system! Very few people care about Niantic’s games outside of Pokémon GO. I’ve been nominating to actually try to build a community and to have a more safe, prominent area to play in a small town.
It is frustrating if you make nominations thinking that’s the key part, and not realising there are rules put in place by each game developer team that means that the whole process from the perspective of a trainer is complicated.
Remember this is Niantic.
Your motivation reason is good, you just need to work with the proximity rules. You will then stand a good chance of what you are aiming for and eventually it will be satisfying.
