Are pump houses eligible places?

I was reviewing nominations when I came across this one;
Are pump houses eligible wayspots? I usually give these 3 stars as I'm uncertain if they're eligible. The submitter said there is safe access to that house by the way, so don't worry about that. I'm not sure whenever or not these buildings are called pump houses or if they have a different name.
I already gave it a 3 star rating, but still wonder.

I reviewed that aswell. My thoughts were that this building could be anything. Maybe it is a pump house, I cant tell. why would you even go there and socialize? I rejected it.
If I review nominations of buildings I'm uncertain of when it comes to why they're unique, I usually leave optional comments wanting to tell the submitter to give more information regarding the building.
They're probably hinging on the exploration criterion by inserting a date but old =/= historical, this pump house does not meet that eligibility criteria.
Shouldn't discount that there are pump house nominations that can be eligible though given more context, history, or visual appeal.
I’ve gotten at least half a dozen pump houses and not once have I been tempted to vote in favor of one. In no way is a pump house a good place to explore, exercise, or socialize, nor is it unique or worth visiting in any way; not when it’s in a park, not when it’s along a trail, not when it’s by a church. A pump house resembles nothing like an eligible subject.
Not eligible - 1* - next nomination.
Is a pump house different from a pumping station?
Lots of pumping stations are POI although they usually have nicer buildings than that tatty house submission.
A couple I know of the top of my head
They are not automatically eligible.
In theory some of them could be eligible (most likely via being a registered historic building) but it would be up to the submitter to clearly demonstrate why a specific one is eligible in the submission. If they fail to do so then -> 1* "other rejection criteria".
You have been around long enough to know that current POIs do not prove eligibility for new POIs.
Pump houses are small buildings with pumping equipment in them. So they're similar to those pumping stations, but smaller. From that respect, I'd say neither type of pump buildings are automatically eligible, but they could be eligible due to history or architecture (like any other building, really).
Those two you've posted are both interesting buildings, imho. Without the description it's hard to tell if they passed for history or architecture. It seems unlikely they passed just for being pumping stations.
