There are no emergency services anywhere near the POI location and therefore it cannot obstruct their use. If the concern is that this is actually still a “Fallout Shelter” that program ended in 1970. These historic signs from the Cold War are therefore becoming more and more scarce.

Ummmmm. Wait what do you mean by “if you feel that it was a valid nomination”? I don’t know why it wouldn’t be valid, but it’s odd that you would phrase it that way. Do you have any suggestions about how to improve the title/description?
That's the copy and paste text that they use to tell you that you can't appeal rejected nominations on the forum. You can appeal your nomination to Niantic if you log in to Wayfarer and tap on your rejected nomination on the contributions tab, but if you've already sent another appeal within the previous 30 days, this button won't show up. Appeals can also take quite a while to go through.
Niantic won't advise you on what you can do better on this thread. If you want help with improving your nomination, you can post it in nomination improvements.
