If i had to guess, this fountain and you are located in Florida. From what I understand, reviewers down there have their own (incorrect) view on these particular types of fountains so it's not surprising that it was approved. They still aren't eligible and you shouldn't be surprised if one you nominate is (rightly) rejected.
@JaVonSafford-PGO As I said earlier, reviewers make mistakes. Sometimes it's because they have the false belief that if similar items exist in the games now they are acceptable, and sometimes because malicious cabals of reviewers work together to push through whatever they want.
A fountain in the middle of a lake is clearly and unambiguously something without safe pedestrian access. I don't know why that is even up for debate.
If the post office is already a portal in ingress and no one ever submitted a photo for it, it didn't transfer to PoGo. So the PoI is probably there with no photograph.
How is used to work with duplicates is the photo was added to the portals photo library if it was a duplicate, which should trigger it to sync to PoGo once it has a picture. But with the data bases being seperate now I'm not sure what happens.
It's crazy how some want a pointer for a football pitch on the sidelines instead of the centre of the pitch because of 'access' but it's not ok to put a water features pointer close to the edge where pedestrians can walk ;P
I know you know this is a false comparison. The sideline of a football pitch is part of the pitch. The shore of a pond is not part of the sprayer fountain in the middle of the pond.
@AgentX1976-ING I checked the Pine Mountain Post office and it's in Ingress with a photo, but it's in a small area with tons of wayspots so it won't appear in PoGo. See my earlier comment for details.
@RandomExploit-ING I have no idea with someone putting the pin on any part of a water feature, whether it's the railing around it or the center. A sprayer in the middle of a pond is its own entity, though, not a representation of the pond itself, so putting the pin on the edge of a pond for something that's in the center is misrepresenting the location.

Yes. Can see the OPs reasoning especially as they chose the closest viewing point of the fountain for the pin. Yet I know the wayfarer community typically vetos rightly due to the walk up to test.
Just wish you can have some of these cool big things in the games but have the pin at safe ped access.
Completely understand why the community has chosen the sensible walk up test as it saves a tonne of dramalama about where to place the the pin as to view an object safely.
I think it came from a lot of discussion agent side too. Many arguments about fountains and sculptures on water in our local opr chats.

Lol the drama people ranting about how they could easily access the fountain as it was within 40m of footpath but not the 7 hour hike/climb to this barely there cairn of stones and others just as hotly debating that the if you squint cairn was valid and the fountain wasn't.
The op is just beginning in their understanding of the beast that is wayfarer. They came in hot like many in the beginning.
Wayfarer reads simple but many nuances there's a lot to think through. Hope the op sticks with wayfarer it's fun to use POIs in you neighbourhood.
Made 5Mil in Ingress yesterday's 2x2 event with 30 rotations of a 16 layer rethrow. 3 of the portals I used were my successful nominations.
There are a lot of things that were approved many years ago, before Niantic had formalized rules for portals... and before the name wayspot was even a twinkle in a committee's eye.
Solent Fort is a hotel and No Mans Fort is an event space, although neither are open now. You could certainly walk around on them once you've arrived by boat. This is a weird grey area, but I don't see it as being much different from a wayspot on an island when you can only get to the island via boat. If you can walk around on the island and get to the wayspot then it's legit. This case is a little bit odd because the wayspots are effectively the (man-made) island themselves but being able to walk around in/on them would tip them in favor of being accessible for me.
We Aussies like to think we live on a continent. Well, most of us, anyway. (We keep trying to give Tasmania to New Zealand, but they don't want it either. 😁)

I have the same problem, "season bound" or "living animals" on the picture..... with no living person or animal on the photo.

If a location has a permanent mooring point, then it is considered to have pedestrian access.
