Equestrian only trails do not meet removal criteria

I have been rejecting these horse only trail markers because the link provided does not say foot traffic is allowed on these trails. Or any other sources I could google. I saw that one had gone live on the duplicates row and reported it to help chat (ticket # 18428009 ) as a dangerous location for pedestrians and just got the answer that it does not meet removal criteria.
The link provided in the supporting information is https://www.alamance-nc.com/recreation/outdoors/about-cedarock-park/trails/
The one that has gone live is Cedarock Equestrian Trail Marker 7108 but I can't pull that up in Ingress since there hasn't been a sync since I first saw it.

@NianticGiffard can you please have someone review this decision? I thought that unsafe pedestrian access was a reason for removal. I don't want someone getting kicked in the head chasing a poke stop. And I want to get agreements when I review. This live marker will encourage others to accept them.
I have sent you a DM requesting some information to look into this. Let's head over there!
I take the opposite viewpoint. Every park in my area allows pedestrians on horse trails and I consider them a very safe place to walk. I would accept unless I saw specific signage or language indicating otherwise.
The link provided has that specific information that this trail is dedicated equestrian. If there were any indication that this was a walking trail, too, I would approve instantly.
Here’s your specific language:
Equestrian Trail (Orange Blazes)
Cedarock offers 6 miles of dedicated equestrian trail. Horses are allowed only on the Equestrian Trail (orange blazes). Please note that the Equestrian Trail involves a shallow creek crossing and several short wooden bridges where it winds over Rock Creek. The trail consists of 3 loops comprising 6 miles that wend their way through the park. There is a new mile of connector trail that will link the new Equestrian Center and dedicated equestrian park entrance to the rest of the trail. This is a beautiful wooded trail that offers hills, creek crossings, flat areas, and beautiful views of the whole park.
i should have posted that - thanks! the "shallow creek crossing" does not seem like a pedestrian friendly trail to me...
The text says "Horses are allowed only on the Equestrian Trail (orange blazes)", so horses aren't allowed elsewhere.
I don't know if "dedicated equestrian trail" implies that pedestrians aren't allowed on that trail.
I think “dedicated equestrian” implies that pedestrians are not allowed.
Was there a final say on this?
Certainly I interpret as @WheelTrekker-ING does that this is suitable for horses but not specifically banning walkers.
Surely there would be reminders along a trail that walkers were not allowed if that was the case - I presume since described as a public park any walker could come across the trail and start to use it.
I can’t access all of the site possibly because I’m not in USA.
But this seems to match some of the info
since there was no map showing pin position I can’t be sure this is the correct trail. But this one is clearly mixed use.
There are several comments about what horses leave behind and 1 person refers to going onto the horse part, but still not conclusive.
As it is wooded I would have thought horses would be just walking so no extra danger compared to other situations.
it does look lovely
Part of that trail you show is hiking and part is the "dedicated equestrian" trail, and that is an unofficial map from people who ride horses, not the park's map and rules. There is no pin because there was no Ingress sync to give you a pin. I gave @NianticGiffard gps coordinates to look at and Google Maps shows this trail as "Horse Trail": 35.992623824410806, -79.43587588533745
My replies aren't posting. This is a user map combining the hiking and equestrian pieces. The "Horse Trail" piece is labeled on Google Maps around here: 35.992623824410806, -79.43587588533745
There was no Ingress sync to give you a portal link.
I think they are coming through as I read a different version.
But thanks I wasn’t wanting to look on ingress just whereabouts this was so gps is great.
I guess there could be something in USA that is different to U.K. as bridleway or horse trail if you like, would not exclude others. 🤷♀️🤷♀️🤷♀️
I apologize if this post shows up multiple times as I seem to be having some problems posting.
"Horses are allowed only on the Equestrian Trail" is not the same as "Only horses are allowed" or "Pedestrians are not allowed." Parks general use the words "designated" or "designed" to indicate that a trail was created to support a specific use but rarely does that imply exclusion for pedestrians.
I contacted the park directly and they confirmed that pedestrians are allowed on the Equestrian Trail. I tried to post a screenshot of their reply, but it isn't posting. I asked "Is hiking allowed on the Cedarock Park Equestrian Trail?" and their exact reply was "Yes hikers are allowed, we just ask you to be mindful of riders and to watch out for horse droppings!"
As an avid hiker, I will reiterate that this is standard procedure for every park with bridle trails that I have visited.

@NianticGiffard please read this additional information before considering the request above.
the submitter has resubmitted leaving out the fact that the orange trails are equestrian and they are being accepted. i
