Encouraging love among residents of the community and sending a message that love is love. A daily reminder of why the community here and the events are so great.
I'm just kind of fed up at this point and really feeling discouraged, the only reason I can think of is the license plates but you can not read those or make them out from the distance of the picture.

Not eligible - automatic 1* rejection - "Does not meet criteria".
@sogNinjaman-ING How is this not eligible? It's an artsyish welcoming sign with a message to the community, people walk their dogs around the whole neighborhood and pass the sign daily. I will also add on that it would encourage even more people to get out and walk around and do laps throughout the neighborhood with or without dogs which is the end goal and effect Niantic wants to have.
The criteria are: a great place to exercise, a great place to socialize, a great place to explore. This sign is none of those. 1* rejection is correct.
@X0bai-PGO The neighborhood is all of those, following your logic, nothing like welcome signs with sidewalk pedestrian access or decorative fountains would be eligible, what in the world?? there's literally a patch of grass on either side to have a picnic at and the whole neighborhood to "explore" looking for spawns. The fact that the waypoint would be in the neighborhood is encouraging enough for people to exercise to the sign and explore the neighborhood, with the picnic areas on either side it is a sociable meeting spot. Like??

It is frustrating and discouraging if you find it tricky to find good places to submit.
It is not strong in terms of meeting the requirements so is highly likely to be rejected. If you want to try again then you will need to make a stronger case.
The main photo could do with the sign taking up much more of the board.
The description and supplementary info need more detailed information. Currently there is little content, just very nice sounding but empty statements.
You should say why this was made, was it part of a larger project to promote the neighbourhood, Was it a residents group that thought to do it, how long it’s been there, who designed it. Is there a webpage or Facebook link that talks about this point that will prove this is an important point to the community.
All of this sort of information starts to prove that this has a value - just saying it’s important is not enough.
it is a lot but as the actual point is weak you need to work hard to give it a chance. It is never going to be a straightforward accept like a playground and it could easily be rejected so be prepared.
Welcome signs are not eligible either.
A fountain may be eligible as under the exploration criteria, depending on just what sort of fountain it is.
Welcome/neighborhood signs aren't generally eligible, but I've seen a lot accepted in Florida. You will almost certainly never get them accepted with an upgrade. You need to keep it local to have a chance. (And do all the stuff @Elijustrying-ING mentioned.)
I think the title is not good.
If it is a park, the title should be the park name.
Captions and Supplementary information should also focus on what is appropriate for a place of interaction.
I think the photo would be fine as long as you show in the supplementary information that you put the welcome sign on the photo.
