Stops behind pay for entry zoos holiday parks

I’ve noticed quite a few stops located in holiday parks that require authorisation to access. Also stops inside zoos such as notice boards for animals but you have to pay to enter. Does this make it none public accessible? Or is it technically public accessible?

Those locations are OK.
As long as it's not in an unsafe area (for example in the middle of the lion's area), it's OK to have wayspots in parks or other locations that require to pay an entry ticket. They just have to meet the eligibility criteria as any other place.
I see this just like kind of traveling...you have to pay to go to other places.
But if you pay an access to a park, enjoy the park too :3
POIs do not have to be publicly accessible at all. If employees or customers of a business location can safely access a spot, whether it is paid entry or even completely off-limits to outsiders, that is enough. That same standard applies to gated communities and any other limited-access area.
I'll drop the AMA here

Public access is not one of the criteria.
Pedestrian access is, but that is an entirely different thing. That is primarily concerned with the ability to safely stand around at the location. (i.e. it can't be in a pond or the middle of the street)
Hmmm... Tennis court in a lodges/campsite. I was going to just take the generic tennis court through the fence pic. Unfortunately I won't be back in the foreseeable future
Well yes, that is the other caveat. While “gated” nominations are indeed perfectly legal, and as reviewers please do not reject them as being “private property” or other such nonsense — one still must be legally allowed to be at the location in order to take those precious submission/context photos.
If you can only take the photos from a distance, perhaps it is best to wait for a better opportunity.
Personally I was staying at the above lodges while attending Belladrum festival.
I don't think my pic was particularly bad unless I'm missing something?
Worse than the typical tennis court pics like these?
They’re accessible to the members of the public who purchase a ticket to go in.
Public access (at least for Niantic) doesn’t mean accessible to all members of the public all the time.
There could be a Wayspot of a statue of Verity Lambert in the outside break area of a BBC building. Some members of the public (BBC employees) can still access it some of the time (on their breaks/free time) and it meets other criteria so is fine.
Following on from my tennis court failure I had this accepted in the same area.
Although technically not private anyone can walk but in its really only guests at the campsite/lodges.
It's a pretty sparse area in terms of wayspots so if I can get the tennis court through on appeal I should create a new gym that I can visit in a year.
