Have you tried logging in to Wayfarer?
You'll need to pass the test on there before you can start reviewing and submitting anyway, so you might as well check to see if it lets you login or tells you that you need to be level 38 like the game is doing.

Yup same. I have a couple dozen waypoints that have been accepted got a new phone and now I can't do nominations
Same issue... made several nominations over the few weeks but as of today it's greyed out 🤦♂️
Made a bug report via help about this, also found out the same thing happend in 2021.
Can you show me how to report a bug? What should I choose for it?
I've been nominating pokestops but this morning I've woken up and am no longer able, that section has been greyed out and says I must be level 38 which I am.
Has this been looked over yet ?
i'm level 38 and wayfarer rated normal but making pokestop in pokemon go requires level 38
I am having the exact same issue
He's stating that he has the same problem, he is level 38 but the game tells him that he must reach level 38. Instead of mocking him, you should be grateful that he's showing that there are more people with the same problem.

For the record, my sister's account (level 38 since a few months ago) is having the same issue. She's nominated a few waypoints before, and used the Wayfarer website.
Editing to say that I did try signing in and out, as well as refreshing game data.
I did as well.
Even reinstalled Pokémon Go
