What kind of test would result in something like this?

When I used the nameplate at the entrance of the golf course in my photo, it was rejected because it was a "license plate".
Why license plate?
Other spots have recently been rejected for non-factual reasons.
Abuse is no longer the reason for reviewer refusal.
No matter what I do, I get rejected because of quibbles and it's a cat-and-mouse game, and I don't feel like getting approved.
Please help me if there is a better way other than filing a complaint.

The first rejection reason "Other Rejection Criteria" is the important reason in this case. There are often random rejection reasons that don't make sense. You should ignore those. "Other Rejection Reason" mean that reviewers don't think it is a "great place to explore/exercise/socialize". You need to use your supporting information to explain why the nomination meets that criteria.
Is it a clubhouse where players can socialize? Is there anything interesting about the building?

It states that it meets the criteria in terms of exercise and interaction from the initial application.
The number of unreasonable rejection reasons is increasing, and the judges may be doing it arbitrarily without reading the contents.
I'll go into a little more detail next.
