Are theses unique signs eligible?

Hi everyone,
Recently, my home town has been promoting a potential Tsunami Evacuation Route in case of a potential catastrophe. Thus, they have spread out these signs through all of the town, to advertise the route to follow in that case.
I've been trying to submit them but they always get rejected by saying they obstruct emergency services. Considering they would only do so in the highly unlikely case of a tsunami, in which case the game should not be played at all, is it really fair for it to be rejected? Does it not meet the criteria? Would love some clarification on this. Thank you

I would say not eligible. However, obstructs emergency services is not the appropriate rejection reason. The correct reason would be "other rejection criteria," meaning they meet no acceptance criteria. They are not a place to explore, socialize, or exercise. They are all throughout the town and identical at each location, so not unique. Generally, "public safety" signs like this, earthquake gathering point signs, tornado shelter signs, children safety zone signs, etc are not eligible because they don't meet any eligibility criteria and it is not part of Niantic's mission to "raise awareness" about such signs.

Since they’re “all over the city” they’re not “unique.” Also, they meet no other criteria whatsoever.
Of course they don't obstruct emergency services, but I'm afraid Tsunami Evacuation Route signs are common in coastal areas all over the world.
As people already answered, they just do not meet Niantic criteria for a valid wayspot.
