In addition to the Wayfarer standard, deposits are basically approved for places with hot spring facilities and footbaths.
It is recognized as other approval criteria etc. where the application has been made many times is inappropriate
I think that it would be difficult to reapply based on the reason for any other disapproval criteria.
It means that there are many cases where it is rejected for the reason of other non-approval criteria appropriately.
If you select other approval criteria for review, you must enter the reason before you can move on to the next candidate. I think it should be clarified why other disapproval criteria are used instead of this one

I previously nominated a hot spring facility and got approved.
I think it would be fine to explain in the support information that it is beneficial as a place for interaction and health promotion.
Many reviewers enter a reason in the box, but Niantic doesn't show that information to submitters. You should direct your feature request to Niantic, not the reviewers.
In general, "Other Rejection Criteria" means the submission is not "a great place to explore, exercise or socialize". Follow @82quuu-PGO's advice and explain why your nomination *is* a great place to explore, exercise or socialize in your supporting information.

Because it is listed in the eligibility criteria.
“A place to breathe fresh air, stretch your legs, relax and exercise. Places where you can enjoy public spaces such as walking and exercising. Or something that teaches us or encourages us to be healthy ourselves.”
"Stretch your legs" is an idiom in that sentence. It means "go for a walk". Niantic probably shouldn't use idioms since they have a global product.
It is awkward wording too, because they group "relax and exercise" next, which are usually the opposite 🤔

I think it qualifies in the “Relax and Exercise” category.
In fact, Niantic lists it as eligible in this category.
There's not really a "relax and exercise" category. It's exercise, socialize, or explore. It should definitely qualify as "socialize". It could possibly qualify as "explore", if there is something unique or interesting about it.
I think you're getting way too focused on a few words.
"Stetch your legs" could easily be an outdoor plaza, a bench, a walking trail, or pretty much anything.
Generally speaking, I think a hot springs would make a great nomination and easily fall under exploration and/or social aspects. The poster may just need to focus their wording a little more.
