Frustrating though it is waiting for it to be fixed, use the time to make sure your submissions are ready to go.
since this applies mainly to new submitters in PoGo……
Check your submission against the eligibility criteria and that there isn’t something that will automatically cause rejection. Is it a one of a great place to explore/exercise/socialise.
Not everything from that database enters Pokémon Go - check S2 cell info.Check location in terms of S2 cells - Google S2 cells Pokémon Go. Doing this will help avoid the disappointment of an acceptance and no pokestop. in spite of the language used when submitting you are submitting a potential wayspot into the lightship database.
Critically look at the photos do they focus on the wayspot and are clear, would it be easy to take a new one. does the supplementary photo show the wayspot in the context of the area you should see the wayspot.
Write up the title, description and supplementary info in a notepad type app ready to copy paste into your submission
Does the title accurately in a few words catch the essence of the waypoint.
The description should focus on the waypoint you are submitting and say why what is key about it - Put yourself in the mind of a stranger looking at it at what they might want to know. Don’t mention PoGo.
The supplementary info is to help “sell” your submission to the reviewer, so further context information make links to how it meets at least one of the acceptability criteria. This is the part that if that there is a relevant website proving your submission you can include the URL. Do not mention PoGo. Do not plead that it’s needed for more stops in the game - Some reviewers get annoyed by this, and it does not help your submission.
Check if the reviewers will be able to see it. Check Google satellite and street view. If it can’t be easily seen or it’s position quickly confirmed by supplementary photo make a photosphere and publish - download Google streetview app.
TLDR -
You are submitting a wayspot not a pokestop
make it easy for the reviewer to see it is a great wayspot.
Before the subject gets closed because @Elijustrying-ING mentioned 'The-Cell-System-Which-Shall-Not-Be-Named' I second the advice they've given. Well and succinctly said!
it is summertime and holidays in the main playing areas of pokemon go, so be sure that the boys and girls out there are doing everything they can to secure them a homespot or a home-gym.
This whole rush will be over soon, and business in Wayfarer will be back to normal by December.
Generally, I believe this to be true. I had some weirdness happen on Aug 12th. I made a nomination, then went to make a second nomination and a window popped up saying I needed to visit Wayfarer and take the quiz before making a nomination.
I logged on and there was no test to take. I could see all my prior nominations.
I'm level 43, already made about 150 prior nominations (most approved) and also previously took and passed the test.
So I waited a half hour, restarted the game and it was back to normal.
The curious part of my brain wonders....are all the impacted users using Google auth as primary? Has this issue popped up only since some Wayfarer forum members have reported the need to log off and on more frequently, or see numbers or just headers in their profile? It just seems too coincidental to have two authentication-related issues occurring in the same general time frame.
I hope it's resolved quickly, in any case....this must be very frustrating for newer users looking to contribute.
My original theory for this bug was that they accidentally changed the coding for wayspot nominations from level ≥38 to level >38. Maybe it was easier to change it to level >37 whilst they're working on putting it back to level ≥38? Who knows. It is strange to see it displaying 37 with no official announcement though.
Just to close the loop on this thread. There should be no more issues with level 38 since the update to level 37 for Pokémon GO. While we are aware that some level 37 Pokémon GO trainers still can't access Wayfarer, that is being addressed by the Pokémon GO team since it's on their end and not ours. Thank you all for your noticing and reports.

Maybe we should use the code word Voldemort 😂😂
I thought it apt, what with Wizards Unite (once) being a Niantic game. 😆
Om inte spelat varit såå svårt så hade jag gjort det. Jag försökte för några år sedan 😅🤣. Svårt spel men roligt med så många engagerade spelare 😊
I have now this problem...
Same problem...
Thats really bad... fix it soon. Was so happy to be in lvl 38 and now this.... grrrrrrr....
This issue is still here for too long. I wounder if is not their strategy, as there were too many unrewied nominations.
It’s only stopping a small amount of people from submitting as it’s only from one game, at one level.
So I doubt it’s part of some strategy.

Can’t wait to see all the trees in people’s gardens when I review. Soon to be replaced by Christmas trees in their living rooms!
Ain't Wayfarer great!
Now we have "Where's my portal?"
One of these days, Niantic will get it right.[citation needed]
Is it worth adding this to the Known Issues page for the game so that people at least know without coming to the forums?

There seems to have been a temporary fix by changing the message to "Unlocks at level 37!" but a level 37 friend can't nominate.
Their plan to solve it is possibly…just lower the level? 😆
Checking on my partners phone, and yes.
Level 37 access is now the thing.
If this is being lowered for Pokémon GO, how about the same for Ingress too?
UPDATE! This started working for me (lvl38) right now!

I think you had a typo there, @NianticTintino
