Would depend if Police Academies would count as obstruction of emergency services or not. I usually treat anything that's a police station, headquarters, etc, as an emergency service.

Huh, I didnt realise scout halls weren't allowed, though I suppose it does make sense since it is mainly for scouts, but I know several scout halls (having been a scout and been to ancouple) that serve as basically a community hall as well
Read the text of the reply, if a particular Scout Hall is primarily for under 18 it is ineligible, if it has various uses for age groups over 18 then it can be accepted. You would have to provide evidence of the uses to the reviewers of the other activities hosted there to avoid the K-12 rejection and it might not be easy.
