Are these wooden swings eligible?

I have seen quite many of these recently in my reviews, and I'm not entirely sure what to do with them. Does it count as a picnic area? Great place to socialize?
I'm seeing people nominate these and put "Small playground" as description, which is not entirely true either.

Generic, temporary.
1* other rejection criteria
What makes you think that's temporary? Do you think somebody is going to come by and carry it away?
Yeah, more or less.
It’s clearly not anchored in place; with two legs in the grass and two on the patio it looks like it doesn’t even belong there.
I think I'd reject as abuse if they called it "small playground", but otherwise I'd probably accept if it looked like it was in a great place to socialize.
It's on a brick pad clearly meant to tables or a bench swing. Drilling into concrete & brick isn't an easy task so the property manager probably just left it, knowing it's heavy enough not to walk away.
There's similar ones around town, here. Somehow they've weathered derechos, blizzards, floods, and typical 4 seasons of the American Midwest without blowing away. I think you're being over-cautious if you consider that temporary from the picture alone.
