It's not why it was rejected, but you should fix the typos in your title and description. You may have lost a few points for that. It can shift candidates that aren't obvious accepts from slightly yes to slightly no.
Does the sign by the **** say anything about the dock (other than just boating rules)? If so, you can use that as your primary photo for the crowd that loves signs and do a photo edit after it's accepted.
Generally speaking, I love docks & piers as they can be places to connect with and observe nature, facilitates water activities as the mooring & access point for watercraft, and can be places to connect with friends. I love nominating them and rarely reject. My only pier rejection was from Niantic and given the reason "there is no sign." I was able to rightly rebut by reminding Niantic that signs are not a requirement for post 3.1 reviewing and my pier was accepted.
With respect to your nomination, I find a few things working against your nomination.
Use different photos for your primary & supporting. There's no rule against it, but it always makes me suspicious of 3rd party photos if I see the same one twice. A photo about 50ft closer should make a great primary photo.
You describe in great detail the area and history of the name, but this is entirely unnecessary for the pier. That information may be more useful if you nominate the clubhouse itself or find educational/historic signs nearby to nominate. Instead, keep your text focused on the pier itself and how it connects to the main criteria (I gave some talking points I use above).
Two piers in a club do start approaching the realm of, dare I say, being generic. I don't think this should be the case, but you may get some reviewer bias who think you should settle for 1 Wayspot in the area and only go for the yacht club. I say, porque no los tres - why not all three? Just keep in mind that you may need a little additional detail explaining how each candidate meets eligibility & acceptance.
I kind of like something between the 2nd and 3rd picture. The bưsh kind of blocks the view I usually use. If you chose one of those to use, I'd use the 3rd.
1 or 3 are both really nice. I like 1 a little more, because that sign in the bottom gives a good hint that this is a public space and not someone's personal dock.

Here are some pictures any stand out as best? The sign was no good just had rules.
I kind of like something between the 2nd and 3rd picture. The bưsh kind of blocks the view I usually use. If you chose one of those to use, I'd use the 3rd.
I like #3. It's a really pretty area, btw.
Stand just to the left of the shrubbery* on the left and that should be your vantage point, I think. Point at the dock out in the water.
Then refine the text (remember that removing unhelpful text is an improvement) and resubmit.

I think reviewers want pictures straight-on, like the third picture posted September 9th. But include a little ground before the dock.
BUT I would need to look at the whole nomination, including map, to say I think it's a good Wayspot.
