As the email says, not all nominations are used in all Niantic games.
You submit a wayspot, which if it is accepted, gets added to Niantic's Lightship database. From there, each game has its own individual proximity rules that determines what does and does not sync into that game.
If a nomination doesn't show up in Pokémon Go, it's usually because there's something already in that level 17 S2 cell. If you give the coordinates of your nomination, we can check that for you, or you can Google how to check it yourself.
Okay, if my pokestop are on bad s2 cell, can i change a location and place it ona a good point?
You theoretically can, but the community doesn't like it since you are moving a Wayspot to get an advantage for yourself. Also it would get voted on in Nominations if it is gonna get moved so you are filling the already full Queue of Nominations. If you nominate a stop check before you do if it will appear in the game you nominate it for, you can play around with the location a bit as long as it is still on the POI. If it really has to be you can try to change the location but as said the community doesn't like it and i wouldn't advise yiu to do it.

No. Niantic will not really allow existing Waypoints to be moved from their "proper" location just to move them to a free S17 cell. Location edits like this could be considered "Abuse", particularly if you add any edit text along the lines of "please choose the left hand location" etc etc.
It's not about "the community doesn't like it".
It's about Niantic saying that such moves are abuse.

As has been said above is most likely blocked from appearing due to the game's spacing rules.
If you post the name and location someone will look it up for you and explain how to work it out for yourself.
