The only surface where this paste-up would be is the surface of a garage door in Street View. It is a paste-up as shown in a Facebook post.
The only matching wall of this paste-up would have been the site of the former Good Year Autos. Potential locations are circled in red as by the horizontal patterns and lines on the wall. This is the 2010 Street view because the 2015 Street view shows the whole site razed to the ground.
Street View in 2020 now shows a completely different scenery with this pasteup absolutely nowhere to be seen.
Additional information: I wouldn't have bothered taking a photo of what's there now because what am I meant to take a photo of, the tree?
I'm going to ask you for the last time. What do you use to determine whether something should be rejected or not? Nothing? Or do you try to conserve wayspots that don't exist as long as possible until evidence is stacked against you?
