Hello Trainer! Banks are eligible locations that are publicly accessible. Please make sure that while nominating the banks you include the place marker/signboard which represents the Waypoint. The Wayspot should be accessible to players without interfering with bank activities.

Almost everything is eligible. That means that it can be a valid wayspot, not that everything is a good wayspot.
I hate to pull from @NianticDanbocat ’s “dog **** bins could be okay” thread but:
Just because they could be eligible, doesn’t always mean they’re acceptable.
Oh, please let your “brother” know not to multi account, and to check the terms of service too.

Yeah, it’s a shame they let it get so out of control but the dollar signs flashed up so they look the other way.
I think it would have taken a lot of time and money to create a system that would be able to differentiate between second, third, fourth accounts etc and actual shared family accounts.
The only way maybe was for Go players to be a bit less willing to accept it in the same way Ingress players did.
Personally multi accounters, spoofers don't bother me or interest me but it's too late to fix either now.
Banks are indeed eligible locations, at which you can submit acceptable Wayspots. They are not schools or PRP or Emergency Services Lanes. It seems, though, that this offhand statement by an unnamed staffer is being broadly interpreted as "Banks are acceptable! Submit all the banks!!!!" and I don't think that was the intent. Wayspots within a bank are cool, though, or banks that have interesting architecture or history where the building itself would qualify as a Wayspot.
"Eligible" does not mean you must accept it. It means you may consider it. Does it meet any of the three criteria of a great place to be social, explore, or exercise? Most of the time, no.
The real question is who is answering this on Twitter and saying these things? I wonder if the person has an actual good knowledge on eligible and criteria.
Historical features in a old urban setting where the nomination shows how this bank is like the first in a urban setting, or just generally iconic architecture.
Everything EXCEPT the Banned List is Eligible. That includes Banks, and anything else.
However, only Eligible things that rate high in 1+ of the three criteria make a good wayspot.
Place to Gather: Bank is not a good place to Gather
Place to Explore: Bank is not a good place to Explore
Place to Exercise: Bank is not a good place to Exercise.
So while Banks are eligible, they should be voted 1* for the question does this make a good wayspot. This will cause Bank to fail the vote.
Then again... Banks ARE a good Place to gather. They have seats for multiple people outside. They're meant to be gathering places for small groups.
Banks may not neccessarily be places you want to explore, but they help people exploring by allowing them to take a break without buying something. Also they can be great viewing points
Also Banks can easily be used to excercise.
All in all, Banks may not be great wayspots, but saying that a bank can't be a wayspot if its isn't super-fancy or anything isnt true either.
In my Opinion, a Bank on a good viewing point is a 50/50 candidate. Anything that makes a bank more interesting than that makes it a better wayspot.
Banks here do not generally have outdoor seating. And even if they did, outdoor seating in and of itself is:
a) not a bank, and
b) subject to the same Wayfarer nuances as outdoor seating in any other location.
As for a Bank being a good place to exercise... Have you been hit on the head with a bag of 2p coins? You're not making any sense here. You go to a bank to withdraw and deposit money, get a mortgage, take out a loan, or other similar financial things. None of those things are exercising.
If the bank is in an historic building, sure, it can be a good place to explore, but at that point you're not talking about the bank specifically, but rather the building and its architecture.
Sure, there might be things within the bank or on the bank premises that may be eligible in and of themselves, but they're not the bank. The bank just happens to be where they're located.
This expansive interpretation turns WAYSPOT into garbage.
General banks, courts, etc. that are not important properties do not qualify because they are outside the eligibility requirements.
However, low-quality reviewers who do not understand anything derive wrong ideas from precedent.
The only way this can be prevented is to hide WAYSPOTs on the game that do not meet the eligibility requirements.
You are permitted to put the pin on a location for a POI at the premises of the bank. How the bank itself meets eligibility is debatable, most leaning towards not.
If you happen to have business to go there, social participation will ensue but it's not always the place to meet-up on and hang around or a point of urban exploration.
Probably to lessen the confusion, "permissible" is a better adjective for locations that aren't inherently eligible as stand-alone POI but the pin is ok to go.
This thread is the best example I've seen yet of the disconnect between Niantic and Wayfarers. The company says one thing and the people doing the reviewing don't like the answer so they will ignore it.
I honestly wouldn't blame them if they just shut this system down bc reviewers overwhelmingly have God complexes and think they know better than the corporation they're doing free labor for.
It's straightforward - banks can be eligible but they still have to meet the criteria - they're not automatically a good wayspot. It's the same as most premises.
Banks are getting rarer and rarer these days. They definitely should be eligible.
There is a large difference between being eligible for consideration and being acceptable to be approved.
There are actually very few things that are totally ineligible.
The submitter needs to prove that whatever the location is that it is a great place to explore, socialise, exercise. You should be clear in any submission which criteria it will meet.
If that case is not made then it should not be acceptable.
The business that happens in a bank is very transactional, You do not exercise, you are in and out so not socialising. The physical building may have architectural merit in which case the building may be worthy of exploration, the fact that there is a bank there is irrelevant.
I dunno, my local bank staff get a bit worried & shouty when I try and explore different areas of the bank...
I would love to know what the reason for acceptance was if one got through as OP states.
The only reason I can think of with UK banks is that they are in a historical/ grade listed building or contain something interesting inside like a Sculpture or artwork (thinking London banks rather than your average Santander)

It’s the building that is a wayspot not the business.
Unfortunately, "situationally" and "consideration" have been replaced by "approval" by unqualified influencers and others.
And reviewers who have such unqualified ideas and lack of social common sense are now the mainstream.
This is why these ridiculous threads are generated.
The Wayfarer Team and Ambassadors should understand this.
Some banks may make excellent Wayspots. Normal, run-of-the-mill branches likely would not meet acceptance criteria.
