Residential focused pools are ineligible. Community pools or aquatic centers are fine. Niantic has a never given any elaboration as to why. I consider poolside attractions like gazebos to be eligible, but not everyone else does.
You can provide a better photo is just the gazebo without the pool in the foreground and elaborate what it's used for and why it meets criteria in that supporting.
To my knowledge Niantic has never said the amenities for the pool and poolside attractions are ineligible. This was my first one denied. Wasn't aware people decided things around pools are also ineligible.
Yep, and since some people have a problem with poolside amenities, it's best to not mention that it is poolside in the title. Remember, don't give anyone an easy reason to reject. Frame the pool out of the shot, remove pool from the title. Then the sticklers might review too fast to realize that it is next to the pool.
I think the difference between eligible and ineligible pools is usually the idea of full time lifeguards when the pool is open.
As for Gazebos/etc and other things poolside, as others said don't mention the pool in title and don't make the pool the centerpiece of the main photo. It really looks like the pool is what you are nominating.

We don’t have these in the U.K. and I may have lost track but I believe community pools are currently not accepted

Niantic never has said amenities or poolside attractions are ineligible, I just said some people think they are.
In my own opinion they can be eligible, but like I said since Niantic never elaborated some reviewers reject them categorically.
