Windspinner Art

These kinetic sculptures were installed by the homeowners association of an apartment complex to decorate this small seating area. They're quite pretty, fun to watch, visible to the public and intended to be permanent, but do you think reviewers will consider them temporary?

I think reviewers will have some mix of "these are temporary" and "these are just mass-produced garden decorations that you can buy at the local garden shop." Personally, without additional information to the contrary, I would probably fall into the latter camp.
@Janetx68-PGO if they’re permanent it would help if concrete were visible for concrete evidence that they are there permanently 😉 I agree, they’re extremely neat. I agree with @flatmatt-PGO
Good points. It never occurred to me that they are fairly easily purchasable; my mind went right to "ooooh, purty."
You could avoid focusing on the "generic" object by nominating the permanent concrete planter, instead. It functions similarly to a decorative fountain.
Funnily enough, there are decorative fountains throughout the complex; a couple of which I've nominated but will languish forever because I'm not going to donate an upgrade to them. This one had me more excited _because_ it's not just another fountain, and it's visible (and reachable) from outside the complex, and thus more people would notice it as a POI.
