The figure was never removed. Since the portal was often used for multilayers, the POI was first moved to a wrong place and since the POI is still used for building fields, it was deleted a few days ago. Please restore the valid POI.

The Photo ist taken from the Outlook Platform. And nice to know that everyone have a Restaurant on his private peoperty. Please stop lying.
A little background story.
The Portal was used to ancor fields in that region.
The figure is still visible when u step a few meters back or use the visitors platform on top of some parts of this roof. Is it private when there is a beach Cafe and a public roof platform? Your decision.
The deletion of that Portal/POI is a try to hinder playing and planning of the other factoin in Ingress, not to improve the portal Network.
The comment by Jodogo displays it perfectly, by constructing a made up reason by saying its a public building but a private roof. Yes a roof can be considered as private because normally you should not walk on any roof. You could damage the roofing, but hey when we define this in this way we should open up another whole can of worms, by that definition every display of a bike, motorbike, car, figure on top of a shop for example needs to be deleted. This deletion and the try to defend it is harming the portal network as a resource, and totally in the wrong intentions.
The seal is on the roof of a restaurant. Here is the view from below. On the left in the photo you can see the spiral staircase to the viewing platform.
