Keep getting rejected for low quality photos

I'm really doing my best to find quality Waystops and provide clear pictures of the topic in question but continue to get rejected for low quality photo.
Please help me. Is the attached low quality? I'm sincerely feeling defeated and want to quit both submitting and reviewing.

It would be help if you provide the full submission. Both photos and text.
That will help us see the whole context and how strong a submission it is overall.
Any chance you also got “Other Rejection Criteria” as a reject reason, and glossed over it? Because I would not vote to reject solely on the basis on that image, if that’s what you’re asking; but I am not convinced on sight that this is an eligible subject, so I would need some supporting info to make the case.

It looks like a park (or wherever that plaque is) had a fundraiser, and the DuPlants and Kaplans donated money to honor some dead family members / friends. Millions of people have lived and died on this earth, and someone mourned them. They can't all have wayspots. Having money to donate and get a plaque - does not make a person wayspot-worthy.
Look instead for things you'd take an out-of-town visitor. Then make sure it would qualify in one or more of the elibility categories: socialize, exercize, explore.
the photo you have is a good photo because we are able to read the plaque. sometimes people reject things for stupid reasons

In other news I finally had two Waystops accepted so perhaps it was an arbitrary rejection.
Usually they don't get through the system. Benches with memorial tributes are meant to have dedications to someone more well known or who has had an effect on the local community etc.
Memorial benches are generally ineligible as new subjects; most of them in the map are several years old, as they are not subject to removal but also do not meet current criteria for inclusion.
“Other Rejection Criteria” is a very unhelpful Niantic-ese expression meaning “does not meet criteria,” and it is the most common rejection reason.
It's from a fundraiser. It's not a destination for exploration, exercise, or socialization.
Billions of people have lived on this earth, and all the dead ones don't get wayspots - even if they leave behind someone rich enough to donate to a fundraiser.

My only advice for getting these generic memorial benches through is to see if they might be the *only* thing in a walking area of a park. If the park has a walking path, but no trail markers, you could make an argument that these benches act like trail markers. But that is difficult to get approved. Most people will see the bench photo amd reject without reading the nomination, unfotunately.

I would reject this simply on the basis of orientation. Photos should not have a bunch of extra background or foreground. They need to be cropped to 3:4 or 1:1 otherwise they distort terribly when they compress.
Personally if I feel like extra foreground/background is a distraction, it falls into the LQP to inform reviewers to take better compositions (I don't count this particular case for it).
Orientation leads me to believe that the photo is sideways, too angled, or too slanted. The ratios are a recommendation but it's not a reason for rejection if the photos are not in those ratios btw, I don't count the game compression as it will be used differently.
I know I'm new but isn't the photo you're referring to the supplemental photo. The nomination photo shows just the plaque, which I think would look good on the spin disc. Just my 3 cents.
Whether it looks good on a Pokéstop disc specifically is not something that should be taken into account. The majority of Niantic's games don't use photo discs, and some of them display wayspot photos quite differently.
I understand. But my comment refered to the supplemental photo. People said they'd reject it for one reason or another. Mentioning the spin disc was just meant to encourage and give props for a quality pic of the plaque.
I’m curious; how did you find out the numbers for each rejection catagory?
Those aren't exact numbers, she's just using an example. We know that the program shows you 2 to 3 rejection reasons. But from experience, we also know that the 2nd & 3rd reason may have only been selected by 1 or 2 people while "Other Rejection Reason" was selected by most. We know this because we might see a reason like "License Plate" in a photo that doesn't have a single car, so there's no way more than 1 or 2 people could have chosen that yet we still see it.
They do not need to be cropped in any way, although there does reach a point where the ratio is unnecessary. But on photo alone this candidate should not be rejected for orientation. That's a likely native aspect ratio used by some phones.
