It does look a bit blurry to me, so maybe that's why. Can you post the full size picture?
It’s a better photo than I’ve seen in other playground Wayspots but I’m not sure on the title. Something better to call it than #1 ?
Change the name, don't include any number. If there are other play parks in the park, and they aren't attached to this one, then name them rhe side or street nearest, or say what the main items are. Do t give them numbers
Is the candidate visible in the support photo? Does it also show the surroundings?
Ridiculous. It's tilted a few degrees, at best. No reason to call it low quality. The subject is clear, it's light enough.. another upgrade down the drain.
A bit blurry doesn't constitute a "low quality photo" rejection.
Niantic is rather explicit about this in their wayspot reviewing faq help article
Should I consider the quality of the photo when analyzing a nomination?
If the photo is so poor-quality that you are unable to judge or verify the nomination, taken from a third party, or ineligible as defined in the acceptance criteria, provide a one-star vote for the question “Should this be a Wayspot?” and select the relevant rejection reason.
Low quality doesn't mean imperfect (nor does photo orientation).
Rejecting something because of a personal preference or feeling the photo isn't up to snuff is an inaccurate review.
This decision translates to "reviewers could not confirm the object in the image you provided" if rated accurately.
Sometimes people ask this because the reality of what reviewers make of criteria is wildly different. From what I see this is not a Low Quality Photo, I'm afraid being ever so slightly tilter, a little bit weirdly blurry and without that much daylight has hurt it too much for the described issue with reviewers.
Unfortunately, if you don't want to use appeals all the time or keep waiting for your nomination to resolve locally, you have to specifically cater to your reviewers in upgraded range, and submit a non tilted, daylight, full resolution picture just to stand a chance even at the most trivial thing in wayfarer - a playground
Nearly everything about reviewing in Wayfarer is subjective and requires a judgement call, and this is deliberate on Niantic’s part, so I disagree with the stance above.
That said, I don’t see a photo rejection reason in what is posted here. It is slightly blurry when I blow it up but that could just be the screenshot; it is slightly tilted and the color - especially the surface - makes me think there’s a filter on it, but IMO neither rise to the level rejection. But as someone else noted, we don’t have the full image or the rest of the nomination.

The decision is unfounded and inaccurate. I'm well aware.
I just needed to vent, as it's the 3rd rejection (all with similar absurd/inaccurate reasons) I've received in the past week and half, or so.
For instance, one with a crystal clear image of a large sign for an historical building on a university campus, which had a sliver of my shadow cast onto the bottom corner, not obstructing anything at all, got rejected for "user identifiable" ..Not once, TWICE.
The first time wasting yet another upgrade.
I've come to the unfortunate realization that my confidence in this community's ability to review accurately, according to the guidelines set, was completely unfounded.
I've lost my faith.

If your nominations get rejected like your playground, you could try to go to the help tab, wait for an orange chat bubble to appear, click on it and follow the instructions there on "Report abuse, Criteria Issues". Report your own nomination there, with that reviewers used rejection reasons not applying here and that you want to report them.
If this is accepted, then every reviewer who rejected it should receive an education email telling them to review the criteria pages. If they find something more problematic, they can also receive penalties from it.

It's not that blurry... The supporting photo is more-so but that's irrelevant.
Just looks like OP's phone doesn't handle low-light at all.
The main photo isn't bad by any means and is perfectly usable. NOt going to win any awards, but its not rejection worthy.
Just give it a second try
