This is really crazy. An angel considered to be offensive? Also location sensitive? This cemetery has spins all over it. I got stuff that that's been rejected for doubous reasons but this one is just...wow...

I don’t know why someone cited this as offensive, but the “location sensitive” rejection is right. The criteria says to reject “sensitive locations like gravestones (not associated with a significant/historical figure) and cemeteries”.
The other stops in the cemetery could have been included before this rule, or could have been approved erroneously. As others have said before, just because something exists in the game, doesn’t mean similar objects will be approved.
The subject is the statue not the gravestone. Which does fall under approve criteria.

The rejection reason is 'location sensitive', and doesn't refer to the object (statue OR gravestone) but its location, which is a cemetery. Depending on the local culture, playing games on a cemetery might be seen as disrespectful and the nominations will be rejected.
Gravestones (the statue here is attached to the gravestone, so can be considered as one) are actually listed in the rejection criteria, unless they refer to historically significant people.
It’s in a cemetery. It has been correctly rejected as “Location Sensitive.” That’s specifically what this rejection reason is for.
Some of those shouldn't have been accepted.
The angel statue shouldn't have been either unless you can make a really good case for it - Well known or locally important dead person or have unique, specific artistic merit on its own.
From what I can see in that photo, the angel statue is an element of the gravestone, so I stand by my comment.
I get really annoyed when I see pokestops and gyms in a cemetery - I deny everything in open cemeteries. I mean imagine you are there for a funeral and burying a loved one and you see someone walking around looking at their phone tapping or you see a group doing a raid and laughing. So disrespectful - have some compassion.
Location Sensitive for Graveyards is something that is a judgement call and shouldn't be an automatic yes/no but more a nuanced judgement that local reviewers who know the place should carefully make.
Some GY are no longer in use, they no longer have funerals, and are historical in nature, which tend to make acceptible stops to explore.
Some GY encourage non-GY to visit similiar to a park.. One in my area even has dog walking signs, and dog waste stations for example.
Some GY are encourage tourism and have public tours
Some GY have famous people that people visit and are exception
Now default GY where people are still having funerals and visiting GY of the recently departed tend to be "Location Sensititive" and not allowed.
The trick to any GY nomination is really in the supporting info and making a case if you feel the GY is no longer in use or encourages non-mourners to come in.
