Why was my picnic table rejected on appeal?

I submitted this picnic table at a local park, got rejected twice by reviews and just got rejected on appeal. Picnic tables are eligible under the criteria since they promote gathering with fellow trainers. @NianticTintino-ING

Looks lik it's on concrete. Just not tidied up. The grass/weeds have grown over it. Looks bolted down to me as well. Maybe your local reviewers haven't kept up on the updates as much as the upgraded one did.
As far as niantic, I've had to re appeal some here as well.

What was your supporting information? The part a lot of folks miss from the criteria challenge is presenting the story the picnic table tells. If this is just a picnic table and you can sit there - well, you can do that a lot of places. If this is a picnic table which represents a designated picnic area people flock to, it could be eligible. If this represents the community in some way, tell that in your nomination. Just a picnic table sitting there IS generic. The ground under this one looks well worn, so tell the story and it might be accepted.

Maybe it's that one is permanently connected to a concrete base, and the other is just on dirt. The one on dirt can be purchased at any home goods store, and would be much easier to move around.

The table is not an eligible subject, unless it has particular artistic or historical merit of its own. A picnic area is an eligible subject, which is more than just a single table.
Your reviewers forgave you the difference in your other nomination because it’s on a concrete pad and bolted down.
They both are bolted down on concrete 😅
First impressions count for a lot.
The first looks like a table that has been put out on the grass. Your second looks like a designated seating/picnic area.

I can assure you I 100% believe you. It doesn't look like it though from the picture and since that's all the reviewers have to go on and the first thing they see it puts them into a negative mindset immediately making it more difficult to obtain an acceptance.
