The picture you used isn't great, and Google lists this business as permanently closed. People wouldn't be gathering at a permanently closed location, so I can understand why this was rejected.

it isn’t permanently closed so i guess google being inaccurate is really hurting my case.

would i be better of trying to talk about it being historical? i mean there was a movie scene shot at this deli but i have zero clue what movie it was. Everyone does gather here in the area but i dont know how to prove it when google says it’s permanently closed.
Even if it wasn't marked closed, it looks kinda.. generic. I would shorten the description, and try to dig into its history, see if you can find anything special.

If you are going to claim something is historical, then you will need the proof to back it up. Also, being a scene in some random movie is not enough to hang the eligibility hat on. Now if it was an iconic scene in a famous movie, that would be more in keeping with being a Wayfare wayspot.
Sorry, but "people go there" does not make something eligible. People also go to Walmart and the grocery store.
Unless you can provide some kind of proof that people are drawn to this place for something only it can provide, this just isn't going to pass. It's a sad looking market. I doubt it actually has historical value. Being old, doesn't mean it's historical.
Go in to ask them about that Coca Cola ad painting. That could be eligible, especially if it's hand painted.
