Accepted wayspot never made it to Ingress, despite there being no portals within 20 meters

in Report a Bug
Wayspot title "Purple Coneflower," location 39.282288 , -76.600439 was accepted on 5/18. It is now 5/21 and it still has not shown up, even though things accepted after it have. The location coordinates that I submitted perfectly match the coordinates for it in the Wayfarer app so the location was not changed upon review. The closest existing portal is "Bug Hotel Informational Sign" (location 39.282287, -76.600048), which is over 33 meters away. There is a closer wayspot in Lightship but it does not appear in Ingress, only Pokemon, so it shouldn't affect my submission appearing in Ingress. What is going on here?

When Ingress selects wayspots to include in the game, it goes to the Lightship database. It is the distance of 20m between wayspots in that database that matters and not whether any of them are in Ingress already.
In this case there is now a chain effect in Lightship.
The bug hotel has blocked the Foxglove sign appearing in Ingress as it is within 20m
Foxglove sign blocks the purple cone flower as that is within 20m.
This chain effect would continue if another was added within 20m of the cone flower, and potentially on and on.
Not the answer you were hoping for, but that is how the 20m rule works.
Edit: sorry see below I may well have got this mixed up. Something is stopping it and the distance would fit as above but that isn’t the understanding of how they translate into ingress

That is not correct. Or if it is, it is a very recent change. Just this past January I got a similar plant-identifying sign as above approved but screwed up the placement and it ended up like 19.9 meters from an existing portal so it didn't go into Ingress. Lucky for me there was a nearly identical sign but for a different plant right next to it so I submitted that, and it was approved in February and does appear in Ingress, despite being literally 0.6 meters away from the one that didn't appear but exists in Lightship.
If it worked the way you are saying it would be insane, because it would be possible to end up with like miles worth of territory with no portals but full of stuff in Lightship if they were all submitted in a particular order.
@burgersub-ING I don’t normally need to check ingress ones, so I could well have got muddled as to whether at the point of selection it looks at the distance between wayspots in Lightship and it goes no further or the selection point using the already selected portals in ingress. Sorry if I have got it the wrong way round I wasn’t on top form when I posted.
But I have seen ones in here where some have been effectively blocking a forming a portal in ingress, so I’m really unsure how it works now.

Having consulted further it would be worth checking with Ingress as it’s their rules. Other cases like this have cropped up.
